What Does All-Inclusive Actually Include in Turkey?

Quick answer

In Turkey, "all inclusive" normally means local-brand alcohol served within set hours. "Ultra all inclusive" usually adds imported spirits, longer serving hours, and often à la carte restaurants and room service. The catch is that neither term is regulated. A hotel can advertise ultra all inclusive and deliver only part of what that implies, so the label tells you less than the hotel’s own concept sheet does.

What each label typically covers

Neither 'all inclusive' nor 'ultra all inclusive' is a regulated term in Turkey. Hotels choose which elements to include, and some advertise the ultra label while meeting only part of the list above. Treat it as a starting point for questions, not a guarantee.

The drinks question, honestly

On a standard all-inclusive, the alcohol is local production: Efes beer, and local-brand vodka, gin and whisky. Imported brands are commonly excluded and charged as extras — reported examples include Smirnoff, Absolut, Bacardi, Jack Daniel's, Gordon's and Martini.

Cocktails made with local spirits are often included, but only until midnight. Cocktails using imported spirits are usually chargeable at any hour.

This is the single most common source of unexpected bar bills. It is not the hotel being deceptive — it is what the standard all-inclusive concept has always meant in Turkey.

What 'ultra' actually adds

Three things, typically: imported spirits included rather than charged, drinks available around the clock rather than to a cut-off, and usually at least one à la carte restaurant plus room service without a supplement.

Worth saying honestly: the gap between a good ultra all-inclusive and a mediocre one is wider than the gap between all-inclusive and ultra at the same hotel. The label sorts hotels far less than the execution does.

What is almost never included, at either level

Motorised watersports, spa treatments and excursions sit outside both concepts. So do premium à la carte restaurants at some hotels, and in some cases certain kids' club sessions.

Put plainly: a package described as covering everything will still leave these outside it.

How to check before you book

Ask the hotel or the operator for the written concept sheet rather than relying on the label on the booking page. It is the only document that commits anyone to anything.

Three questions are worth asking every time: which spirit brands are included, what hours the bars serve, and whether the à la carte restaurants carry a supplement or a booking limit per stay.
